Town Manager

Philip D. Cushman is from Quartzsite, Arizona where his family own and operate several small businesses and continue a long family tradition of supporting our Nation as public servants.  Philip has served on the Governance Boards of a Chamber of Commerce, a faith-based religious organization, a Fire and Emergency Services District, a Regional Hospital, a Veterans Service Organization, an international wholesale colored gemstone corporation, and often represents his community in private, public, political, and not-for-profit venues.  Philip is a national security professional who retired from the United States Marine Corps after 22-years of service as a commissioned officer.  He served worldwide and in combat in the operational, strategic, intelligence, diplomatic, and policy communities.  Philip has several awards and honors but the one he is proudest—his meritorious promotion to Private First Class he earned at Marine Corps Boot Camp.

Although Philip never lets his schooling get in the way of his education, he has received extraordinary schooling from The Aspen Institute, The Citadel, the Military College of South Carolina; The Fletcher School of International Law and Diplomacy; the Foreign Service Institute; the Marine Corps University; the National War College; the Naval War College; the Sherman Kent School for Intelligence; and Walden University.   Philip is a member of the Arizona Elk Society, the Citadel Alumni Association, the Tufts University Alumni Association, the International City/County Managers Association, the Marine Corps League, the National Rifle Association, and the Veterans of Foreign Wars.   His interests include history, horses, and hunting.

As your Town Manager, Philip looks forward to hearing your perspectives on how to best coordinate the community efforts to:

1.      Revise and enforce the Municipal Code;

2.      Repair and improve the municipal water supply and other utilities;

3.      Repair and improve the water mitigation and flood control system and infrastructure;

4.      Focus Economic Development efforts on the tourism industry, emerging industries, and traditional Arizona industries; and

5.      Improve and develop internal policies to comply with the standard practices of the public administration profession.
